I.    Purpose

A.    This Constituency Group Procedure (“Procedure”) establishes the structure and membership of employee Constituency Groups at the College.

II.    Scope and Applicability

A.    This Procedure describes the composition of each employee Constituency Group at the College. 

B.    To the extent that the College Manual or a Constituency Group Charter conflicts with this Procedure, this Procedure supersedes such documents.

III.    Definitions

A.    All capitalized terms in this Procedure have the following meanings: 

1.    Administrative Staff Organization includes all regular administrative staff of the College holding at least half-time administrative appointments as identified and determined by HR.  The President, Vice Presidents and Employees of the General Counsel’s office are not members of ASO. 

2.    Constituency Group refers to The Faculty Organization (“TFO”), the Administrative Staff Organization (“ASO”), the Professional and Support Staff Organization (“PSSO”), (collectively, “Constituency Groups”). 

3.    Employee(s) includes Officers, Faculty, and Staff.

4.    The Faculty Organization includes the College's Full-time, Part-time and Special Contract Faculty; instructional specialists; and instructional staff who a) are PSSO members working in the Division of Learning; and b) have teaching classes to the general public as part of their job descriptions.  There are two types of membership, voting and nonvoting.

5.    Faculty Status includes faculty appointments, reappointments, sabbaticals, promotions, tenure, and suspension or dismissal of tenured and tenure-track faculty. 

6.    Full-Time Faculty includes full-time employees of the College who hold academic rank, including teaching faculty and library faculty, and excluding those employees with academic ranks while they are serving as Administrative Staff or an Officer. 

7.    HR is the Department of Human Resources.

8.    Officer includes the College President, Vice Presidents, and Registrar.

9.    Part-Time Faculty are those who are employed to teach at the College on a course-by-course basis as demand requires, with the arrangement to be made by written contract. Part-Time Faculty are only employed by the College during the duration of the course or contract. 

10.    Professional Staff means an exempt employee in a position that is not designated as an administrator or administrative staff by HR and that requires special knowledge attained through work experience, academic studies, or extensive on-the-job training.

11.    The Professional and Support Staff Organization includes all regular benefit-eligible full-time and part-time Professional and Support Staff who work for the College for a minimum of twenty (20) hours per week.

12.    Special Term Faculty is an Employee of the College who holds academic rank and is hired for a specific and limited period of time through a contract, which may include additional or different terms and conditions than other College faculty. 

13.    Staff includes Administrative Staff, Professional Staff, and Support Staff.

14.    Support Staff means a non-exempt Employee who works at the direction of another Employee or other Employees.

IV.    Membership

A.    Assignment and/or reassignment of an Employee’s membership to a Constituency Group is at the discretion of HR and may not be grieved or appealed.
